At the moment the USDA organic seal is only approved for products that meet their acceptable edible food standards. Organic certified products must be grown, produced and processed in accordance with the NOP standards and are certified by USDA accredited agents.
There are three different organic certifications in the United States: "100% organic", "Organic" and "Made with certified organic ingredients".
